Greetings:

Donchll Malone was 18 years old when accused and later convicted for the gang related murders of two people on Chicago’s southside.

The trial court seriously question the strategy of Malone legal counsel, however he was found guilty of the July, 1986 murders and sentence to a term of natural life without all possibility of parole.

Malone missed the age guideline in the State of Illinois to be tried as a juvenile by nearly a year. He has maintained his innocence and is someone from the outset of his charge that was treated unfairly by the criminal justice system and the poor services by some attorneys within the Cook County Public Defender office.

It is important for the state of Illinois to pass HB2515. Malone has been incarcerated 31 years, someone who have achieved ALL programs that is offered to Illinois prisoners. He has worked and maintained a connection with members of his family, and pray to some day to released.

HB2515 will provide people like Donchll a second opportunity, a right to appear before the Illinois Prison Review Board. We must not be people who believe that kids are born bad or that kids cannot be redeemed. People that are incarcerated must be afforded opportunity and I believe this is the opportunity the State of Illinois need, an opportunity to show kids second chance upon the kid’s own achievements gain while within the Illinois Department of Corrections. This legislation would apply to people that were kids to their early twenties.

This is a piece of legislation that will provide the State of Illinois with opportunity to release some inmates that have shown achievement behind the walls of its prison system and who have long terms to be served. HB2515 is not a get out of jail card, inmates will have to earn their way to a hearing and when released will be provided re-entry programs that will be in a better position to service kids that have grown up behind prison walls.

Will you have a heart for Mr. Malone who is currently 49 years old. He and others must be shown second chance opportunity. Please call or write your Illinois State Representatives and State senators requesting them to support and vote for this legislation. Please reach out to your church pastors, request them to have a heart for your family and friends by reaching out to their Illinois lawmakers and requesting passage of this legislation.
